Volunteer Boards & Commission

East Stroudsburg Borough is fortunate to have dozens of residents who dedicate their valuable time and effort on a monthly or regular basis to serve as volunteers on various  Boards and Commissions established by the Borough.  These Boards and Commissions serve in advisory roles, and in a few cases as the “minor judiciary” or “appeals court”, to Borough Council and to Borough Staff.  Members of Boards and Commissions are appointed by Borough Council as the need arises.

Borough Council is always seeking community-minded residents living within the Borough who want to be considered for appointment to serve in a volunteer position on one of the various Boards and Commissions for the Borough.  Vacancies occur periodically.   Occasionally, Council may also establish an ad hoc Committee concerning a particular issue or subject.  Residents interested in serving on a Board or Commission should submit a letter to the Borough of East Stroudsburg at the Municipal Building, 24 Analomink Street, P.O. Box 303, East Stroudsburg, PA 18301.  Emails will also be accepted.  For further information on any volunteer positions, please contact James S. Phillips, Borough Manager, at (570) 421-8300 during normal office hours.

Following is a list of the regular Boards and Commissions established by the Borough with a brief overview of their makeup and terms, functions and duties, and meeting times.

 

Planning Commission
Nine (9) members appointed for four (4) year terms. 
Reviews and acts on:
  • All subdivision and land development plans, under the Subdivision/Land
  • Development Ordinance requirements.
  • All zoning Ordinance or Map Amendment application requests.
Advises Council and Staff on zoning/development matters, such as:
  • Changes to Zoning Ordinance or Comprehensive Plan.
  • Any special programs like LERTA tax abatement program.

Makes recommendations to Zoning Hearing Board on all zoning/land development plans submitted to ZHB.

Meets on the second Tuesday of each month at 7:00 p.m.

Zoning Hearing Board
Five (5) members appointed for five (5) year terms; two (2) Alternates appointed for three (3) year terms.

Acts as the “minor judiciary” on zoning matters pursuant to the PA Municipalities
Planning Code, hearing and deciding:
  • Application requests for zoning variances.
  • Application requests for special exceptions.
  • Appeals from determinations of the Zoning Officer and Building Official.
Advises Council and Staff on zoning/development matters, such as:
  • Changes to Zoning Ordinance or Comprehensive Plan.
  • Any special programs like LERTA tax abatement program.

Meets on the third Thursday of each month at 7:00 p.m.

Recreation Board

Serves as advisory body to Borough Council and Staff regarding the operation, use,
maintenance, development, and staffing of the public parks, playgrounds,
recreational facilities, programs, and recreational opportunities available to
Borough residents.

Meets on the second Thursday of most months at 6:30 p.m.

Board of Health

Serves as the local Board of Health as authorized under the State Borough Code.  Advises and consults with the Health Officer concerning the annual licensing of restaurants and food-serving establishments, and other health related matters.

Twin Boroughs Recycling Committee
Two (2) members in addition to the Borough Manager of a six (6) member inter municipal Board appointed for two (2) year terms.

Serves as the Board of Directors or advisory body regarding the operation, maintenance, and direction of the joint municipal Recycling program operated by the two Boroughs since 1990.

Meets on the first Thursday of each quarter (generally in March, June, September, and December) at 3:30 p.m.

Shade Tree Commission

Responsible for custody and control of the “municipal” shade trees in the Borough and authorized to plant, remove, maintain, and protect shade trees on streets in the Borough, pursuant to Borough Code requirements.

Monroe County Control Center Board of Directors
Two (2) members of a four (4) member inter municipal Board appointed for two (2) year terms.

Serves as the governing body for the MC Control Center, which while owned by the
Boroughs of East Stroudsburg and Stroudsburg, provides emergency dispatching
services for police, fire, ambulance, and other personnel to all the municipalities in Monroe County and many other public agencies.

Meets on the last Tuesday of each month at 12:00 noon.
