The Pennsylvania Right-To-Know Law, Act 3 of 2008, changes the way people may access public records of their government, and establishes new requirements for governments, such as East Stroudsburg Borough, to process these requests.
East Stroudsburg Borough Council has appointed an Open Records Officer for the Borough of East Stroudsburg as follows:
James S. Phillips
24 Analomink Street
P.O. Box 303
East Stroudsburg PA 18301\
The Borough has developed a Standard Right-To-Know Request Form which may be obtained at the Borough Office, or may be downloaded from the Borough Website. The form may also be obtained from the new state office which has been established to help implement and enforce Act 3:

Commonwealth Keystone Building
400 North Front Street, Plaza Level
Harrisburg PA 17120-0225
Attention: Terry Mutchler, Executive Director
Telephone: (717) 346-9903
If a unit of government, such as the Borough, denies a request for public records, that decision may be appealed in writing if filed within fifteen (15) days of the mailing date of the Borough’s response, with the Office of Open Records at the address stated above.
